I tried to book the hotel in Tehran in person but the rate shows to be double for me as a foreigner from outside.

Yes, the hotel rates in Iran are sometimes more (not doubled) for t foreigners holding non-Iranian passports than the locals. We are not talking about all the hotels because many of them don’t have different rates. It is not illegal; the main reason is subsidizing the local citizens.
