I am going to visit Shirvan city which is located close to Mashhad. I don’t know if I need to fly to Tehran or the airport in Mashhad.

There is no airport in Shirvan and the closest one is in Mashhad, but as there is no flight between any city in the UK and Mashhad, you have to book London-Tehran and Tehran-Mashhad flights along your route and then a bus/taxi service (200km/around 3 hours) from Mashhad to Shirvan.
