You can apply for a debit card through Iranian banks’ websites or via the private companies which offer debit cards like Mah card and Daric card.
You can also ask a travel agency to buy you this card.
Upon your arrival at an Iran airport or hotel in Tehran, an agent will meet you and exchange your money and activate your debit card. At the end you can go to an exchange shop and change the balance to whatever currency you want.
