My wife and I are arriving in Tehran on 9 May for 3 weeks. I would like to book a hotel for at least the first 2 nights in Tehran. The only hotels with websites are 5-star hotels, I have contacted some of them but there are no replies to my emails. Can you advise how can I book a reasonable-price hotel in Tehran?

The good idea that you pointed out is booking at least the first nights beforehand, so you can make sure everything is ok for your arrival. However, I suggest you book all accommodation, especially in the high season to be on the safe side.
Unfortunately, the website for most hotels in Iran is just an interface with no technical support. So, it is better to use the booking platforms such as the Travelested hotel booking system and make sure to have everything arranged.
